Governing Schools in an Era of Instability 

with a Strategic HRM "VIRTUE" Model:

Insights from Harvard, Cambridge

and ASEAN Governments

About the Workshop

This workshop is designed for school leadership personnel who aspire to govern schools with a new management paradigm shift for sustainable leadership, especially in an era of instability. Apart from insights from the Preventive, Reactive and Proactive (PRP) model of the Harvard Kennedy School, as well as insights from the Cambridge Impact Leadership Model (CILM) of Cambridge University, the Speaker will also discuss in this Workshop his newly-proposed school leadership Human Resources Management (HRM) model, “VIRTUE” (Values, Intimacy, Rationality, Turmoil, Understanding, and Emotional Presence), as the framework for possible governing strategies for school leaders, in view of his international and local professional and hands-on experience. Closed-door professional dialogues among participants on the realistic struggles of local school leaders will also be one of the major foci of the Workshop.

Four major topics will be covered:

(I): Challenges of School Governing in an Era of Instability

  • Conflicting worldviews and values among stakeholders

  • “Identity” Burnout of educational leaders

  • Emotional health of educational leaders

 

(II): Insights from Harvard’s Preventive, Reactive and Proactive (PRP) model

  • Insights from Preventive, Reactive and Proactive (PRP) model of the John F. Kennedy School of Government at Harvard University

  • The potential blind-spot of some educational leaders in Hong Kong under the PRP model

  • The strategic paradigm shift derived from the PRP model: re-engineering the PRP ratio

 

(III): Insights from Cambridge’s CILM model

  • Insights from the Cambridge Impact Leadership Model (CILM) of Cambridge University, School of Technology

  • The potential blind-spot of some educational leaders in Hong Kong under the CILM model

  • The strategic paradigm shift derived from the CILM model: migrating from technocrats

 

(IV): Possible Human Resources Management (HRM) Governing Strategies derived from ASEAN Governments: VIRTUE model

  • Insights from consultation experiences of ASEAN Governments

  • Introduction of the VIRTUE model

  • Practical HRM governing strategies under VIRTUE model:

About the speaker

 Dr Vincent Wong has received various academic trainings from the University of Hong Kong, the Chinese University of Hong Kong, University of Cambridge and Harvard University. He is a veteran expert in administrative leadership and organisational management in the contexts of school, educational, governmental, inter-governmental and international organisations.  He is the Chairman of Resolution Committee, and Special Researcher in Human Resources Management (HRM) Centre, Eastern Regional Organisation for Public Administration [partner of United Nations Public Administration Network]; and has been widely appointed as the Special Expert, Consultant or Invited Expert Speaker by United Nations, OECD, APEC, ASEAN Governments, Asia Group of Public Administration, Hong Kong Government etc, to advise on HRM and governance policy and to train prominent national leaders such as deputy ministers, director-generals and ambassadors of ASEAN countries.  Dr Wong has held various governmental appointments, including Education Bureau (EDB) committees for professional development of principals and teachers, to serve as advisor, trainer and speaker on various school management and leadership topics in EDB and school-sponsoring bodies (SSB). As an educator and leadership expert in Hong Kong, he is well-versed in the policy, societal, governmental and managerial influences on school leadership, school sponsoring bodies, principals and school management teams in the local context. He is also well-networked with principal associations, business chambers, teacher associations, Executive Council, Legislative Council and the Executive, thereby having a robust understanding of the very challenges that educational leaders are facing.
